A Foster Care System Too Busy to Notice a Missing Child
The following article, written by CASA's Executive Director, Ann Marie Foley Binsner, was published in the Washington Post on November 13, 2005. Ann Marie wrote this article with the intention of bringing public attention to the problems plaguing Maryland’s child welfare system. Ann Marie appeared on NBC News4 on November 14, 2005 and was interviewed about the large number of runaways in the foster care system.
A 13-year-old African American girl has been missing from the Prince George's County foster care system since May. Her story has not been in the news, and three months went by before the county Department of Social Services even reported the girl missing. A severe shortage of caseworkers caused by budget cuts, burnout and attrition has left the department unable to respond to the missing girl or to many other children who desperately need help.
Prince George's County is not alone in having a caseworker shortage. The problem is nationwide. According to the National Association of Social Workers, in 2003 the average child welfare worker caseload was twice that recommended by recognized national standards.

when I read this I heart sunk and all I could do is ask myself how the h*ll did this happen???
I grew up in foster care(mainly kitimat-Terrace area)and I knew the foster system had problems,but the is no reason for this to happen..
foster system is suppost to be a safe place for kids,we need to ask ourselves was this child any better off??maybe she shouls have been left with parents at least they might know where she is..
If anyone knows any more about this case/or other cases like this one PLEASE send me what information you have..
maybe if there are enough postings about this case maybe then the foster system will be forsed to pull up there socks.
foster system dropped the ball and this little girl is lost,someone needs to wake up,make changes to the system before this one case turns into more missing foster kids
